Japan, Russia forge ties at sea

At the conclusion of the first naval exercises between Russia and Japan July 28-29, Japanese Rear Adm. Yasuo Seki and Russian Rear Adm. Nikolai Temerev shook hands, smiled broadly, and hailed the maneuvers as a "historical step" in self-defense cooperation and the dawn of a new era in Russia-Japan relations.
