A car bomb blew up Sept. 28 in a Land Cruiser belonging to a top municipal official who served as a legal representative for a mayoral candidate. There were no injuries.
The explosion shattered window panes on 10 floors of 9 Russkaya St. and damaged windows in a building 30 meters away.
The car owner, Yevgeny Yevtushenko, acted as a proxy for mayoral candidate Yevgeny Maksunov in the Sept. 27 elections. Police said they are investigating a possible link between the explosion and this activity.
Yevtushenko is also deputy general director for supplies at Vladivostok's Municipal Water and Pipe Administration.
Yevtushenko, who on vacation at the time of the accident, said he did not know why the bomb was planted in his Land Cruiser.
According to preliminary data from the police, the force of the explosion was the equivalent of 400 grams of TNT.
Earlier this month, children found a homemade bomb containing 1.2 kilograms of TNT near the site. Police didn't rule out the possibility that this bomb was intended for Yevtushenko.
