Privatize trash collection, and recycle

Greetings from Korea! I have read the Vlad News about your fair city, and want to express my sympathy and concern. Garbage disposal is a problem for all industrialized areas. It is especially a problem where there is not enough money to pay for its collection. My idea is to privatize its collection and disposal this way.

Citizens must take responsibility for separating their waste products: wet, organic, non-toxic materials must be separated from non-organic material. These materials should have first priority of disposal because of the health problems involved in their accumulation. They have potential value in being recycled for their nutritional use. So, people with gardens, fruit, shrubs, fields, etc., can use these products. The second priority must be the flammable materials because of the risk of fire. Paper and recyclable cardboard materials should be separated and used if possible. If they could not be reprocessed, and are burnable, collect them and use them for heat in the winter. Wood products not recyclable could also be burned for heat and cooking. Plastic and glass can be reused when enough is collected. There must be some businesses that can reuse these materials, but if not, then groups should get together and form such businesses. Many countries are concerned about the disposal of non-degradable plastics, and have developed creative uses for this "waste."

Metal products are the last in my list of priorities because I think that most homeowners have little of them. This is more of a business problem.
