While mayor, Tostoshein earned notoriety when he phoned and screamed at a Dalenergo dispatcher after his power was cut (the conversation was taped). Lights were also on at the homes of other ranking officials: Gov. Yevgeny Nazdratenko, Presidential Representative Victor Kondratov, Mayor Victor Cherepkov, Acting Mayor Yury Kopylov, and Krai Prosecutor Valery Vasilenko. The building shared by Far Eastern Shipping Company Director Victor Miskov was also bathed in light.
